Narrative:

I had an aircraft inbound to new orleans. Callsign air carrier abc. He was deviating for WX and he was at FL230. Air carrier X departure from new orleans is at FL220 (level). Both these aircraft were passing each other when air carrier abc requested lower altitude. I gave a descent clearance to air carrier azc (same company). I assigned him 17000'. Air carrier abc took the clearance and descended through the altitude of air carrier X.
