Narrative:

As I took the turnover for my shift; a line of thunderstorms was moving onto the ZZZ field moving south. My turnover was that I had three flights that were to depart ZZZ to the south [within the hour]. One flight had pushed early to try to depart before the weather hit; (unsuccessfully). None had been rerouted. The line moved south of the field and blocked southbound departures. As I signed in I had one flight off the gate and two more boarding that all need new routings. I talked to all of them and then with the tower. Tower and I worked out that I would file them on cdrs [coded departure routes] to the west over zzzzz [then] dbq. Tower rescinded their previous clearances and I worked through filling the new routes and fueling with the crews. The flights departed on the new routes. I had filed one flight on ZZZ cdr zz from the route selection tool. This route includes the DRMMM1 arrival into atl; which is flight data center (fdc) notamed 'ATC assigned only'. In the process of getting the flights out I missed it. I don't know if my conversation with the tower qualifies as ATC assigned; but ZTL did not like the filing.I need to slowdown and more thoroughly check the details (fdcs; etc.) in these situations; even if it contributes to a delay. I might also suggest that we need the resource of the pre-vetted routes most when we are under pressure. Perhaps routes we are not supposed to use should not be available; or clearly noted. The DRMMM1 is fdc notamed through sept of 2017; and it is in five cdrs out of ZZZ alone. This seems likely to happen again if these routes appear available.

Title: Dispatcher reported issuing a Coded Departure Route (CDR) to one his flights to get them around weather that contained an arrival that was Flight Data Center NOTAMed 'ATC Assigned only'. He believes that the CDRs should not contain arrivals or departures that are not acceptable to ATC for any reason.
