Narrative:

On two separate departures out of iad this week the same thing happened. Cleared via pre departure clearance to climb via the RNLDI4 RNAV departure. Tower issued a heading with the takeoff clearance without restating the altitude. ATC cannot vector you off an RNAV SID with a previously-issued climb via clearance without restating the altitude.however; they do this all the time at dulles. Literally every departure every day. I've filed multiple reports on this issue. It's time to stop making excuses and just fix the problem. Tell the controllers to follow the correct procedures; change the pre departure clearance so it doesn't say 'climb via' and instead says 'maintain;' or else stop using these RNAV departures altogether until they can figure out how to solve a seemingly simple problem.
