Narrative:
Vehicle entering runway when anticipated to stay clear. No approval obtained from local control to allow. Someone else spotted vehicle since I was distraction with traffic management problems that are combined with the ground control position. In review, it appears that I heard what I wanted to hear and that was a taxiway inspection not a runway inspection.

Title: VEHICLE ENTERED RWY WITHOUT PRIOR APPROVAL FROM LCL CTL.
Narrative: VEHICLE ENTERING RWY WHEN ANTICIPATED TO STAY CLR. NO APPROVAL OBTAINED FROM LCL CTL TO ALLOW. SOMEONE ELSE SPOTTED VEHICLE SINCE I WAS DISTR WITH TFC MGMNT PROBS THAT ARE COMBINED WITH THE GND CTL POS. IN REVIEW, IT APPEARS THAT I HEARD WHAT I WANTED TO HEAR AND THAT WAS A TXWY INSPECTION NOT A RWY INSPECTION.
