The controller supervisor at lgb ATC tower took it upon himself to chastise me (the PIC of an small aircraft) for being uncooperative in exercising my authority as PIC under far 91.3(a). This complaint concerned my refusal to accept a particular runway assignment for reasons of noise abatement. This controller further stated my action caused other operational problems for him. It is obvious this controller is not only unaware of far 91.3(a), but also 91.129(G), 'operation at airports with operating control towers--noise abatement runway system.' apparently this controller believes the flying public exists to serve the needs of ATC. As a pilot, I am irritated by any controller who demonstrates a cavalier attitude about authority with respect to operational safety of aircraft--and as a flight instrument, I am tremendously concerned about the bad example this controller sets in representing the ATC system to students and low time pilots who have not yet learned the true meaning of defensive flying!!!

Title: SMA REPORTER COMPLAINS ABOUT CTLR TREATMENT OVER THE PHONE PERTAINING TO RWY ASSIGNMENT WHILE LNDG.
Narrative: THE CTLR SUPVR AT LGB ATC TWR TOOK IT UPON HIMSELF TO CHASTISE ME (THE PIC OF AN SMA) FOR BEING UNCOOPERATIVE IN EXERCISING MY AUTHORITY AS PIC UNDER FAR 91.3(A). THIS COMPLAINT CONCERNED MY REFUSAL TO ACCEPT A PARTICULAR RWY ASSIGNMENT FOR REASONS OF NOISE ABATEMENT. THIS CTLR FURTHER STATED MY ACTION CAUSED OTHER OPERATIONAL PROBS FOR HIM. IT IS OBVIOUS THIS CTLR IS NOT ONLY UNAWARE OF FAR 91.3(A), BUT ALSO 91.129(G), 'OPERATION AT ARPTS WITH OPERATING CTL TWRS--NOISE ABATEMENT RWY SYS.' APPARENTLY THIS CTLR BELIEVES THE FLYING PUBLIC EXISTS TO SERVE THE NEEDS OF ATC.
