Narrative:

Had just taken off from pie airport and was making right turn to head to spg airport. Was in a hurry to meet passenger and did not have chart open to show arsa boundary for tampa. Climbed to 1500' and penetrated the arsa (floor is 1200') before recognizing that I had gone through the floor. After recognizing this, quickly descended to below the floor and proceeded on course. Upon arrival at spg, the thought that I had made the mistake preoccupied me and I missed a reporting point of 2 mi north that spg requested me to make. Factors: failed to have chart open and check arsa boundary. Tower usually asks if arsa service was desired. In this case, after hearing direction of flight, tower assumed that a low altitude would be used and did not ask or provide service to me. Human performance factors: in a rush. The arsa boundary lays over top pie airport for only 1/4 of it. The night before, I had taken off on a different runway and a straight out departure could not intercept the arsa. When taking off to the east and proceeding southbound, one can very easily climb above 1200' (pattern 800') and penetrate the arsa. Suggestion: in this case, tower did not ask what altitude was going to be flown. They always do. If that altitude is above the arsa they provide an arsa 'clearance'. Suggest tower request altitudes in all cases because the arsa only over lays part of the airport. Because of this, in 80% of the cases, the arsa is no factor. In one runway confign (90 or 09) the arsa is a factor and only 400' separate the traffic pattern 800' altitude from the floor of 1200'. This does not relieve me from making sure I comply, however. But, I could use more help at this airport when flying south and only a small notch of the arsa is in effect for a very short time.

Title: PLT DEPARTING PIE IS NOT OFFERAED ARS CLRNC COORD BY TWR AND INADVERTANTLY CLIMBS INTO ARSA WITHOUT CONTACTING APCH CTL.

Narrative: HAD JUST TAKEN OFF FROM PIE ARPT AND WAS MAKING R TURN TO HEAD TO SPG ARPT. WAS IN A HURRY TO MEET PAX AND DID NOT HAVE CHART OPEN TO SHOW ARSA BOUNDARY FOR TAMPA. CLBED TO 1500' AND PENETRATED THE ARSA (FLOOR IS 1200') BEFORE RECOGNIZING THAT I HAD GONE THROUGH THE FLOOR. AFTER RECOGNIZING THIS, QUICKLY DSNDED TO BELOW THE FLOOR AND PROCEEDED ON COURSE. UPON ARR AT SPG, THE THOUGHT THAT I HAD MADE THE MISTAKE PREOCCUPIED ME AND I MISSED A RPTING POINT OF 2 MI N THAT SPG REQUESTED ME TO MAKE. FACTORS: FAILED TO HAVE CHART OPEN AND CHK ARSA BOUNDARY. WHEN TAKING OFF TO THE E AND PROCEEDING SBND, ONE CAN VERY EASILY CLB ABOVE 1200' (PATTERN 800') AND PENETRATE THE ARSA. SUGGESTION: IN THIS CASE, TWR DID NOT ASK WHAT ALT WAS GOING TO BE FLOWN. THEY ALWAYS DO. IF THAT ALT IS ABOVE THE ARSA THEY PROVIDE AN ARSA 'CLRNC'. SUGGEST TWR REQUEST ALTS IN ALL CASES BECAUSE THE ARSA ONLY OVER LAYS PART OF THE ARPT. BECAUSE OF THIS, IN 80% OF THE CASES, THE ARSA IS NO FACTOR. IN ONE RWY CONFIGN (90 OR 09) THE ARSA IS A FACTOR AND ONLY 400' SEPARATE THE TFC PATTERN 800' ALT FROM THE FLOOR OF 1200'.
