Narrative:

Upon landing at ane, I was ramp checked by an FAA inspector. At first the inspector said it was an operation check, but later indicated I would get a letter and they would probably violate me for operating in forecast icing conditions. However in my WX briefing I determined I could make the flight west/O encountering ice. No ice was encountered except a trace for a few hundred feet on final approach, but was dissipated by the time I landed. Although far part 91 does not cover icing conditions for single and light twins, my interpretation was, as long as the pilot determines from his WX briefing he can make the flight west/O encountering ice he is legal to do so. In my opinion the far's are lacking in this area and I feel this is why so few pilot reports are made when they are most needed. I do not feel I violated any far as I understand them. Callback conversation with reporter revealed following information. Reporter states he is very unsure what the problem is. Spoke to GADO representatives at his home area and they do not understand either. Inspector never specific re far involved. All he experienced was some freezing rain on his windshield on final and it was gone by time he landed. He has had no follow up to date.

Narrative: UPON LNDG AT ANE, I WAS RAMP CHKED BY AN FAA INSPECTOR. AT FIRST THE INSPECTOR SAID IT WAS AN OPERATION CHK, BUT LATER INDICATED I WOULD GET A LETTER AND THEY WOULD PROBABLY VIOLATE ME FOR OPERATING IN FORECAST ICING CONDITIONS. HOWEVER IN MY WX BRIEFING I DETERMINED I COULD MAKE THE FLT W/O ENCOUNTERING ICE. NO ICE WAS ENCOUNTERED EXCEPT A TRACE FOR A FEW HUNDRED FEET ON FINAL APCH, BUT WAS DISSIPATED BY THE TIME I LANDED. ALTHOUGH FAR PART 91 DOES NOT COVER ICING CONDITIONS FOR SINGLE AND LIGHT TWINS, MY INTERPRETATION WAS, AS LONG AS THE PLT DETERMINES FROM HIS WX BRIEFING HE CAN MAKE THE FLT W/O ENCOUNTERING ICE HE IS LEGAL TO DO SO. IN MY OPINION THE FAR'S ARE LACKING IN THIS AREA AND I FEEL THIS IS WHY SO FEW PLT RPTS ARE MADE WHEN THEY ARE MOST NEEDED. I DO NOT FEEL I VIOLATED ANY FAR AS I UNDERSTAND THEM. CALLBACK CONVERSATION WITH RPTR REVEALED FOLLOWING INFO. RPTR STATES HE IS VERY UNSURE WHAT THE PROB IS. SPOKE TO GADO REPRESENTATIVES AT HIS HOME AREA AND THEY DO NOT UNDERSTAND EITHER. INSPECTOR NEVER SPECIFIC RE FAR INVOLVED. ALL HE EXPERIENCED WAS SOME FREEZING RAIN ON HIS WINDSHIELD ON FINAL AND IT WAS GONE BY TIME HE LANDED. HE HAS HAD NO FOLLOW UP TO DATE.
