Narrative:

Descending thru 13000 ft to 12000 ft into skbo heading direct to bog VOR approach clears us for the ILS 13R. I looked at the FMS and saw a 10000 ft restriction at the VOR and dialed in 10000 ft in the altitude window. We were in VNAV path this entire time and the G/south was alive showing us on to 1/2 dot below. Passing about 11500 ft bog approach issued a climb to 12000 ft and to remain there until the VOR. I immediately compiled. No GPWS alerts. The altitude restriction at the VOR per the approach plate is 12000 ft. The FMS was programed incorrectly. The rest of the flight was uneventful.
