Narrative:

Contacted pt mago tower and requested air traffic area transition via pacific coast highway at 1500 ft was cleared as requested. While in airspace ATC requested me to go to 2000 ft. I replied I was unable because of clouds. As I replied a low cloud came into view and I requested lower altitude and began to descend. ATC cleared me to 1000 ft. As I arrived at 1000 ft I found I had to descend further. I immediately went to 800 ft unable to contact tower as he was talking and giving my position to other airplane. At this time a military fighter went by my left wing. He banked to his right and I banked to my right. We were both at 800 ft with 200-300 ft sep.

Title: PLT OF SMA VFR IN CLOSE PROX TO CLOUD HAD NMAC WITH MIL FGT PASSING WITHIN 200' AT SAME ALT.

Narrative: CONTACTED PT MAGO TWR AND REQUESTED ATA TRANSITION VIA PACIFIC COAST HWY AT 1500 FT WAS CLRED AS REQUESTED. WHILE IN AIRSPACE ATC REQUESTED ME TO GO TO 2000 FT. I REPLIED I WAS UNABLE BECAUSE OF CLOUDS. AS I REPLIED A LOW CLOUD CAME INTO VIEW AND I REQUESTED LOWER ALT AND BEGAN TO DSND. ATC CLRED ME TO 1000 FT. AS I ARRIVED AT 1000 FT I FOUND I HAD TO DSND FURTHER. I IMMEDIATELY WENT TO 800 FT UNABLE TO CONTACT TWR AS HE WAS TALKING AND GIVING MY POS TO OTHER AIRPLANE. AT THIS TIME A MIL FIGHTER WENT BY MY L WING. HE BANKED TO HIS R AND I BANKED TO MY R. WE WERE BOTH AT 800 FT WITH 200-300 FT SEP.
