Narrative:

Received numerous vectors from ZFW during extensive WX delays in the dallas area. On frequency 133.3 we were told to descend to 10000'. After switching to regional approach, we were asked if we were at 10000'. We answered affirmative and were given an immediate climb to 11000' for a 2 O'clock traffic conflict at 10000' headed swbnd. We complied. Called FAA supervisor and he said no conflict alarms rang and that a report would not be submitted. Supervisor stated that even though the regional approach controller called our conflicting traffic as '2 O'clock, 4 mi', we either climbed rapidly enough or his estimate was incorrect since we never set off his 5 mi conflict alarm. Other factors which influenced the situation: numerous aircraft had backed up trying to get into the dallas area because dfw had closed earlier in the day due to thunderstorms. Radio traffic on both ZFW and regional was intense and frenetic. Time of day was dusk with multiple cloud layers and isolated rain showers. Instrument procedures were in effect at dfw and lue. We were in a clear area southwest of love field at 10000' when the conflict occurred, however, and we saw the traffic before it was called. We had 2 jumpseat riders in the cockpit. Even though we were not in the sterile cockpit mode, they were fairly quiet. They did, however, add to the confusion and uncertainty in this situation.

WE COMPLIED. CALLED FAA SUPVR AND HE SAID NO CONFLICT ALARMS RANG AND THAT A RPT WOULD NOT BE SUBMITTED. SUPVR STATED THAT EVEN THOUGH THE REGIONAL APCH CTLR CALLED OUR CONFLICTING TFC AS '2 O'CLOCK, 4 MI', WE EITHER CLBED RAPIDLY ENOUGH OR HIS ESTIMATE WAS INCORRECT SINCE WE NEVER SET OFF HIS 5 MI CONFLICT ALARM. OTHER FACTORS WHICH INFLUENCED THE SITUATION: NUMEROUS ACFT HAD BACKED UP TRYING TO GET INTO THE DALLAS AREA BECAUSE DFW HAD CLOSED EARLIER IN THE DAY DUE TO TSTMS. RADIO TFC ON BOTH ZFW AND REGIONAL WAS INTENSE AND FRENETIC. TIME OF DAY WAS DUSK WITH MULTIPLE CLOUD LAYERS AND ISOLATED RAIN SHOWERS. INSTRUMENT PROCS WERE IN EFFECT AT DFW AND LUE. WE WERE IN A CLEAR AREA SW OF LOVE FIELD AT 10000' WHEN THE CONFLICT OCCURRED, HOWEVER, AND WE SAW THE TFC BEFORE IT WAS CALLED. WE HAD 2 JUMPSEAT RIDERS IN THE COCKPIT. EVEN THOUGH WE WERE NOT IN THE STERILE COCKPIT MODE, THEY WERE FAIRLY QUIET. THEY DID, HOWEVER, ADD TO THE CONFUSION AND UNCERTAINTY IN THIS SITUATION.
