Narrative:
Climbing thru FL190 to FL240 we received a cabin alt warning. #1 pack MEL'd. Cas advisory message had changed to pack valve 1-2 closed. Stopped climb; contacted ATC for lower. They gave us FL180. Did QRH for advisory message by resetting #2 pack valve. Cabin continues to climb ATC could not issue us a lower altitude. Pack #2 was not coming online. [Advised ATC]. Pack #2 valve did close but auto systems would not repressurize aircraft. Returned to departure airport for an approximately 44;000 lb landing.

Title: EMB-145 flight crew reported they were dispatched with one pack inoperative. During climbout; the second pack failed resulting in impending depressurization. The flight returned to the departure airport and landed normally.
