Narrative:

I worked local control position #1. The other local control position #2 asked for permission for a left base entry for aircraft Y. I approved this request. Aircraft Y on left base never called me on my frequency. It entered left base and almost hit my left downwind traffic, aircraft X. This tower, having 2 local control positions and only 1 runway, does not work. The pilots do not call and report when they are supposed to. With no BRITE I cannot see them in time.

Narrative: I WORKED LCL CTL POS #1. THE OTHER LCL CTL POS #2 ASKED FOR PERMISSION FOR A LEFT BASE ENTRY FOR ACFT Y. I APPROVED THIS REQUEST. ACFT Y ON LEFT BASE NEVER CALLED ME ON MY FREQ. IT ENTERED LEFT BASE AND ALMOST HIT MY LEFT DOWNWIND TFC, ACFT X. THIS TWR, HAVING 2 LCL CTL POSITIONS AND ONLY 1 RWY, DOES NOT WORK. THE PLTS DO NOT CALL AND RPT WHEN THEY ARE SUPPOSED TO. WITH NO BRITE I CANNOT SEE THEM IN TIME.
