Narrative:

After takeoff strong smoke and fumes reported in cockpit. Declared emergency and departure switched to us to tower and we completed an uneventful landing. Departure control and tower were very helpful. Firemen helped air crew inspect exterior and interior. The problem appeared to be from dirty packs. I believe there should be more frequent preventative maintenance on the air conditioning system.
