Narrative:

Aircraft X was climbed from FL260 to FL340 on the ester departure out of clt. Aircraft Y was climbing out of atl on the plmmr departure. When the aircraft were side by side the conflict alert activated. They happened to both be at FL281. Aircraft X had turned right unexpectedly at iptay instead of continuing straight ahead to chopz. When questioned pilot of aircraft X indicated they were cleared iptay direct atl. I don't think separation was lost; but the conflict alert did activate and when I put a J ring up on one of them the target was touching the J ring.stop participating in the creation of procedures (oapm) that intentionally put aircraft in such close proximity that there is no room for error.

Title: Atlanta Center Controller and pilot not flying the aircraft reported of a turn that ATC did not expect. ATC questioned the pilot's course and then pilot explained. Separation may have been lost with another aircraft that was on a parallel course.

When questioned pilot of aircraft X indicated they were cleared IPTAY direct ATL.
