Narrative:

Aircraft X checked in 3 miles from the final approach fix. I didn't see him where he said he was so I told him to ident. I moved on to my other traffic. When I came back to him I told him I didn't observe his ident and to ident again. I moved back to other traffic. A minute or two later the pilot said he was on short final and need a clearance to land. I cleared him for the option runway 26L. Looking out the window I still couldn't find him so I instructed him to go around. Aircraft X was not at chino airport. It turns out the aircraft was at poc airport. He quickly switch over and received a low approach clearance from that tower controller.don't give clearances until you see them out the window.
