Narrative:
During approach to cleveland we were given a right base visual entry for a landing to 5R cleveland hopkins. While on the base leg the CDI showed a normal movement towards centerline. I maneuvered the aircraft to a turn to final as per the localizer CDI. Our actual position was 3 mi right of centerline. I wrote up the navigation as being inoperative.
