Narrative:

Aircraft X requested taxi instructions from the fuel ramp to runway 2. Our winds were favoring that runway which is why he requested it. I taxied him and told him to hold short of runway 12L at bravo. Once he was there holding short I instructed him to contact tower. Tower knew ahead of time what his request was. The tower local controller uses a pad instead of strips to keep track of aircraft. I was talking to a few more aircraft at the time which were given taxi instructions to cross runway 2. Ground control has coordination in place to cross runway 2 until tower needs it for departures and then we coordinate for full length to tower. I happen to scan back towards taxiway alpha and runway 12L and see aircraft X departing runway 2 without coordination for the runway. I had to immediately stop and hold short aircraft Y who was a few feet from crossing runway 2. If I had not done this there would have been a collision. I yelled at the tower controller saying he did not coordinate for that runway and I had a guy crossing. His response was 'I know.' I recommend that our airport is required to use strips instead of a pad. I recommend retraining on coordination procedures with ground control. I recommend he reviews the procedures and has to give a briefing to management on his responsibilities for coordination.

Title: BJC Ground Controller reported observing an aircraft departing from an active runway at the same time he had an aircraft taxiing across the runway.
