Narrative:

I was the controller at non radar position. Moncton center called and stated there was an aircraft in their airspace at FL370 and they did not know who it was. I had an aircraft that was supposed to be near there but contained in my airspace. Looking into it we realized boston center had rerouted this aircraft and the pilot either didn't comply with the entire reroute or read it back incorrectly and it wasn't caught. His original flight plan was [route X]. Boston rerouted him [route Y]. He flew [route X].when he progressed dovey he reported his next point was carac but for some reason we never got an airspace recommended practice (arp) message from advanced technologies & oceanic procedures (atop). We were preoccupied rerouting an altrv (previous controller and I both working together to issue reroute and coordinate with both moncton and boston the new routing on altrv) and did not notice him being off course. The flight was not ads or cpdlc equipped so we didn't get any arp from ads reports. He did not come near anyone in moncton's airspace but was an airspace violation.there should have been an arp message when the aircraft went by dovey estimating carac which wasn't on his flight plan.
