Narrative:

Air carrier requested IFR clearance from FSS. In-flight #2 clearance position requested from zan and relayed verbatim to aircraft as per operations 7220.2. In-flight #1 position was running SVFR aircraft or changed to revilla clrncs. Position was technically in violation. Requiring coordination with in-flight #1 position would eliminate this.
