Narrative:

I called for departure release on aircraft X departing off runway 35. ZKC sector controller released aircraft X, runway heading, and changed his altitude to FL230. Altitude, according to LOA with ZKC, states for us to give 5000' for initial altitude, and with the change to FL230 I missed writing 'rh' on the strip and instead wrote 'tloc.' local controller (seeing 'tloc') then asked me to coordinate with ZKC for a heading to avoid active restr areas to the wsw. When I called ZKC to request heading, the ZKC controller did not restate 'rh,' he said he would have a heading on departure for traffic. He didn't realize the aircraft was turning left. He assumed we would give him runway heading. The call for the heading to avoid restr areas didn't clue ZKC that he had 'tloc' instead of 'rh.'

Title: ATCT GND CTLR FAILED TO ISSUE CORRECT DEP INSTRUCTIONS.

Narrative: I CALLED FOR DEP RELEASE ON ACFT X DEPARTING OFF RWY 35. ZKC SECTOR CTLR RELEASED ACFT X, RWY HDG, AND CHANGED HIS ALT TO FL230. ALT, ACCORDING TO LOA WITH ZKC, STATES FOR US TO GIVE 5000' FOR INITIAL ALT, AND WITH THE CHANGE TO FL230 I MISSED WRITING 'RH' ON THE STRIP AND INSTEAD WROTE 'TLOC.' LCL CTLR (SEEING 'TLOC') THEN ASKED ME TO COORDINATE WITH ZKC FOR A HDG TO AVOID ACTIVE RESTR AREAS TO THE WSW. WHEN I CALLED ZKC TO REQUEST HDG, THE ZKC CTLR DID NOT RESTATE 'RH,' HE SAID HE WOULD HAVE A HDG ON DEP FOR TFC. HE DIDN'T REALIZE THE ACFT WAS TURNING LEFT. HE ASSUMED WE WOULD GIVE HIM RWY HDG. THE CALL FOR THE HDG TO AVOID RESTR AREAS DIDN'T CLUE ZKC THAT HE HAD 'TLOC' INSTEAD OF 'RH.'
