Narrative:

While on tri city's departure we were cleared to 8000 to expect 16000 5 min after departure but exceeded this altitude by 1700' and we were not equipped with an altitude alerter. The altitude alerters for our aircraft were taken out because didn't want to maintain them. We weren't notified by any ATC facility of our deviation from our clearance. We quickly descended back to 8000 and then were handed off to sea center. There was no conflict with any other aircraft. Comment: I think it is in the interest of safety to require altitude alerters for commuter airlines who may change altitude more than 4 times in one leg.
