The company I fly for has leased light transport X for approximately 15 mos. I have flown this aircraft approximately 500 hours in this period of time. The owner asked me to ferry this aircraft to pine bluff, ar, from albuquerque, NM. We had just installed a new engine as the one removed had run out of time. The company has been trying for about 1 yr to get the light transport on their certificate. The FAA has done everything in their power to delay, harass and make excuses for not going forward with this request. This aircraft had been selected as the first aircraft on the company certificate. The FAA inspector was critical of some of the paperwork and historical records. They had not grounded the aircraft as we were still hauling scheduled freight 5 nights per week. The FAA kept picking items to cause further delays. The company went to another leasing company that had a same type light transport that is supposed to be letter perfect. The owner of light transport X decided to take his aircraft home and work all the paperwork problems and reverify all mods, ad's etc. Several days after the flight, the FAA inspector asked our maintenance chief where light transport X was, he told him it was moved to pine bluff, ar. Anytime the FAA asks any questions anymore everyone panics. It is getting to be a flight safety hazard, the attitude of the FAA and the constant threats to your profession is distracting from your ability to complete your mission in a safe and timely manner.

Title: FERRY FLT CONDUCTED ON ACFT THAT MAY HAVE BEEN GNDED BY THE FAA FOR PAPERWORK AND OR OTHER IRREGULARITIES.

Narrative: THE COMPANY I FLY FOR HAS LEASED LTT X FOR APPROX 15 MOS. I HAVE FLOWN THIS ACFT APPROX 500 HRS IN THIS PERIOD OF TIME. THE COMPANY HAS BEEN TRYING FOR ABOUT 1 YR TO GET THE LTT ON THEIR CERTIFICATE. THE FAA HAS DONE EVERYTHING IN THEIR PWR TO DELAY, HARASS AND MAKE EXCUSES FOR NOT GOING FORWARD WITH THIS REQUEST. THIS ACFT HAD BEEN SELECTED AS THE FIRST ACFT ON THE COMPANY CERTIFICATE. THE FAA INSPECTOR WAS CRITICAL OF SOME OF THE PAPERWORK AND HISTORICAL RECORDS. THEY HAD NOT GNDED THE ACFT AS WE WERE STILL HAULING SCHEDULED FREIGHT 5 NIGHTS PER WK. THE FAA KEPT PICKING ITEMS TO CAUSE FURTHER DELAYS. THE COMPANY WENT TO ANOTHER LEASING COMPANY THAT HAD A SAME TYPE LTT THAT IS SUPPOSED TO BE LETTER PERFECT. THE OWNER OF LTT X DECIDED TO TAKE HIS ACFT HOME AND WORK ALL THE PAPERWORK PROBS AND REVERIFY ALL MODS, AD'S ETC. SEVERAL DAYS AFTER THE FLT, THE FAA INSPECTOR ASKED OUR MAINT CHIEF WHERE LTT X WAS, HE TOLD HIM IT WAS MOVED TO PINE BLUFF, AR. ANYTIME THE FAA ASKS ANY QUESTIONS ANYMORE EVERYONE PANICS. IT IS GETTING TO BE A FLT SAFETY HAZARD, THE ATTITUDE OF THE FAA AND THE CONSTANT THREATS TO YOUR PROFESSION IS DISTRACTING FROM YOUR ABILITY TO COMPLETE YOUR MISSION IN A SAFE AND TIMELY MANNER.
