Narrative:

We were taking off runway 01 dca during a relatively low traffic period. One aircraft was landing and as he crossed the threshold tower cleared us to line up and wait; advising there was a 737 on 4 mile final. After the landing aircraft exited we were expecting the immediate takeoff clearance but the frequency was silent. The captain and I remarked about this and he pointed at the TCAS display showing the aircraft at approximately 200 feet above us. He then asked tower 'takeoff clearance for XXXX?' tower immediately came on with 'XXXX- disregard- YYYY go around.' I then saw the 737 fly by above us and shortly thereafter we were cleared for takeoff. I did not hear anything else about the matter nor do I know if there was a loss of separation involved. It seems like there was a slow point in traffic flow and the tower may not have remembered about the aircraft on final. The few seconds we spent questioning why he hadn't cleared us for takeoff should have been used to query the tower immediately.
