Narrative:

Veh gained access to airport through opened gate (airport authority/authorized, for a local business). Veh was spotted by ground on a non-movement ramp. Veh was similar to vehicles used by airport authority that had just been on that ramp. Veh proceeded onto taxiway C and G, turned right on taxiway D. Atx X was on short final. Tower advised aircraft we were not in contact with veh. Veh crossed hold line and held short of the runway. Atx X landed with reverser and brakes and held aircraft short of interception of D and runway 31. Atx X was then instructed to turn left on D to ramp. Veh then entered onto runway 31 and proceeded 2000' down runway before being intercepted by the airport authority.

Title: NO RADIO VEHICLE ENTERED TXWY AND RWY WITHOUT ATC AUTHORIZATION.

Narrative: VEH GAINED ACCESS TO ARPT THROUGH OPENED GATE (ARPT AUTH, FOR A LCL BUSINESS). VEH WAS SPOTTED BY GND ON A NON-MOVEMENT RAMP. VEH WAS SIMILAR TO VEHICLES USED BY ARPT AUTHORITY THAT HAD JUST BEEN ON THAT RAMP. VEH PROCEEDED ONTO TXWY C AND G, TURNED RIGHT ON TXWY D. ATX X WAS ON SHORT FINAL. TWR ADVISED ACFT WE WERE NOT IN CONTACT WITH VEH. VEH CROSSED HOLD LINE AND HELD SHORT OF THE RWY. ATX X LANDED WITH REVERSER AND BRAKES AND HELD ACFT SHORT OF INTERCEPTION OF D AND RWY 31. ATX X WAS THEN INSTRUCTED TO TURN LEFT ON D TO RAMP. VEH THEN ENTERED ONTO RWY 31 AND PROCEEDED 2000' DOWN RWY BEFORE BEING INTERCEPTED BY THE ARPT AUTHORITY.
