Narrative:

I was working csg tower with local control and ground control combined. Small aircraft X called for clearance with ATIS. I looked out and saw him entering taxiway 'D' from the ramp as I read his clearance. After he read back his clearance he requested runway 30. At this point, he had taxied about 800' on the taxiway west/O clearance. This is when I issued his taxi clearance. There was no traffic to conflict with him is why I did not pursue the matter with the pilot. This airport is not particularly busy and it seems to be taken for granted sometimes that one can do what he wants. ATC management has been reluctant to be aggressive in these 'minor' violations.

Title: SMA X TAXIIED WITHOUT CLRNC. PLTDEV.

Narrative: I WAS WORKING CSG TWR WITH LCL CTL AND GND CTL COMBINED. SMA X CALLED FOR CLRNC WITH ATIS. I LOOKED OUT AND SAW HIM ENTERING TXWY 'D' FROM THE RAMP AS I READ HIS CLRNC. AFTER HE READ BACK HIS CLRNC HE REQUESTED RWY 30. AT THIS POINT, HE HAD TAXIED ABOUT 800' ON THE TXWY W/O CLRNC. THIS IS WHEN I ISSUED HIS TAXI CLRNC. THERE WAS NO TFC TO CONFLICT WITH HIM IS WHY I DID NOT PURSUE THE MATTER WITH THE PLT. THIS ARPT IS NOT PARTICULARLY BUSY AND IT SEEMS TO BE TAKEN FOR GRANTED SOMETIMES THAT ONE CAN DO WHAT HE WANTS. ATC MGMNT HAS BEEN RELUCTANT TO BE AGGRESSIVE IN THESE 'MINOR' VIOLATIONS.
