Narrative:

On descent and just off the coast of manhattan beach contacted torrance tower for landing clearance. Was told of a twin that was on IFR flight plan that was in front of me and he was already talking to socal radar controllers. I advised I saw traffic. I then asked what direction he was heading. Torrance tower advised he was westbound. I kept watching the traffic and almost immediately saw he was not heading west now but turned north towards me. I advised torrance tower it looked like he was coming at me and I advised them I was maneuvering to avoid him. I banked hard right. I'd say the distance was within 300 feet.no further communication was made about the aircraft or if we were close etc. I landed without incident.
