Narrative:

I was on duty as the local and ground controller on the minute my relief arrived in the tower with his real estate sales material. He did not have a headset or microphone and asked for a briefing. I gave him a briefing, which included only 1 moving aircraft who was taxiing to the ramp. He advised that he had the position and I unplugged, which enabled the speakers. As I was going down the stairs, he was looking for a microphone. Since there was no traffic to speak of, it was not unsafe, but my relief was not prepared to take the position.

Title: IMPROPER POSITION RELIEF. OPERATIONAL DEVIATION.

Narrative: I WAS ON DUTY AS THE LCL AND GND CTLR ON THE MINUTE MY RELIEF ARRIVED IN THE TWR WITH HIS REAL ESTATE SALES MATERIAL. HE DID NOT HAVE A HEADSET OR MIC AND ASKED FOR A BRIEFING. I GAVE HIM A BRIEFING, WHICH INCLUDED ONLY 1 MOVING ACFT WHO WAS TAXIING TO THE RAMP. HE ADVISED THAT HE HAD THE POS AND I UNPLUGGED, WHICH ENABLED THE SPEAKERS. AS I WAS GOING DOWN THE STAIRS, HE WAS LOOKING FOR A MIC. SINCE THERE WAS NO TFC TO SPEAK OF, IT WAS NOT UNSAFE, BUT MY RELIEF WAS NOT PREPARED TO TAKE THE POS.
