Narrative:
I took off from port columbus and heard my clearance as 'xxyy, climb maintain 7000.' I repeated back 'xxyy to 7000.' the controller was very busy with other xx aircraft, so I didn't have a chance to question his clearance. Going in a westerly direction I knew I should've been at 6000 or 8000'. Shortly I heard 'xxyy, is your mode C off, or are you at 7000?' I replied 'sir, I understood your instructions as an altitude of 7000.' he replied, 'I cleared you to 6 and I had you at 6.' I apologized and quickly descended. The problem could be avoided in the future by staying at my filed attitude until I got the change to question the clearance.

I APOLOGIZED AND QUICKLY DSNDED. THE PROB COULD BE AVOIDED IN THE FUTURE BY STAYING AT MY FILED ATTITUDE UNTIL I GOT THE CHANGE TO QUESTION THE CLRNC.
