Narrative:

Departed ont for oak via the pomona 4 departure SID. Departure was from runway 26. Received clearance to climb to 14000'. We complied with the altitude restriction at the pomona VOR. Climbing through 11000' ATC asked if we would make the altitude restriction at dowst (14000'). I replied in the affirmative and increased our rate of climb to ensure compliance. The controller then cleared us to a higher altitude (I believe FL230). I interpreted that to mean that the altitude restriction at dowst was deleted, thus we crossed dowst at approximately 14500-15000' while continuing the climb. I did not question the controller's instructions, or his intent, nor did he mention the event. The question by ATC as to our ability to make the crossing restriction was intended to be helpful, but the subsequent instruction to continue to FL230 provided confusion as to whether or not the altitude restriction still applied. On the pomona SID, the excess verbage at dowst requires more than 1 reading. Too many words. Make it simple with 'cross at 14000'.' callback conversation with reporter revealed the following: the reporter was contacted to discuss the wording re: the 14000' crossing restriction at dowst as depicted on the pomona 4 SID. After review, it was agreed that the wording was acceptable in that aircraft not filing for altitudes above 14000' need also to use the same chart. The alternative would be an additional SID chart for aircraft below 14000', a condition that would serve only to increase paper and confusion.

Title: CONFUSION IN THE CLRNC AT DOWST INTXN ON THE POMONA 4 SID, ALSO IN THE 14000' RESTRICTION WORDING ON THE CHART.

Narrative: DEPARTED ONT FOR OAK VIA THE POMONA 4 DEP SID. DEP WAS FROM RWY 26. RECEIVED CLRNC TO CLB TO 14000'. WE COMPLIED WITH THE ALT RESTRICTION AT THE POMONA VOR. CLBING THROUGH 11000' ATC ASKED IF WE WOULD MAKE THE ALT RESTRICTION AT DOWST (14000'). I REPLIED IN THE AFFIRMATIVE AND INCREASED OUR RATE OF CLB TO ENSURE COMPLIANCE. THE CTLR THEN CLRED US TO A HIGHER ALT (I BELIEVE FL230). I INTERPRETED THAT TO MEAN THAT THE ALT RESTRICTION AT DOWST WAS DELETED, THUS WE CROSSED DOWST AT APPROX 14500-15000' WHILE CONTINUING THE CLB. I DID NOT QUESTION THE CTLR'S INSTRUCTIONS, OR HIS INTENT, NOR DID HE MENTION THE EVENT. THE QUESTION BY ATC AS TO OUR ABILITY TO MAKE THE XING RESTRICTION WAS INTENDED TO BE HELPFUL, BUT THE SUBSEQUENT INSTRUCTION TO CONTINUE TO FL230 PROVIDED CONFUSION AS TO WHETHER OR NOT THE ALT RESTRICTION STILL APPLIED. ON THE POMONA SID, THE EXCESS VERBAGE AT DOWST REQUIRES MORE THAN 1 READING. TOO MANY WORDS. MAKE IT SIMPLE WITH 'CROSS AT 14000'.' CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: THE RPTR WAS CONTACTED TO DISCUSS THE WORDING RE: THE 14000' XING RESTRICTION AT DOWST AS DEPICTED ON THE POMONA 4 SID. AFTER REVIEW, IT WAS AGREED THAT THE WORDING WAS ACCEPTABLE IN THAT ACFT NOT FILING FOR ALTS ABOVE 14000' NEED ALSO TO USE THE SAME CHART. THE ALTERNATIVE WOULD BE AN ADDITIONAL SID CHART FOR ACFT BELOW 14000', A CONDITION THAT WOULD SERVE ONLY TO INCREASE PAPER AND CONFUSION.
