Narrative:

By landline, I received an IFR clearance for flight from N87 to dca, to depart the uncontrolled field between XX45 and XX50. WX conditions were IFR with low ceiling and visibility in wet snow. I cleaned the fuselage and airfoils of snow several times by brush. I was able to clear all the snow, but the falling snow was very wet and accumulated rapidly. After receiving my release, I again wiped clean all airfoils from leading to trailing edge. I checked the windsock and taxied to runway 11 for takeoff. The takeoff roll seemed too long, and concerned that the last 2 mins' snowfall might be clinging to the airplane, I aborted the takeoff. The wings and tail appeared clean. I then noticed I had taken off downwind. The windsock was not frozen. It was difficult to see in the snow, and I can only conclude I misread it the first time. The time indicated was XX50, which I knew was about right. If I returned to the ramp to phone ATC, I would have to again remove the newly fallen snow. My passenger (and employer) was already late for a meeting with white house vip's. I commenced takeoff on runway 29 at void time, and contacted ATC 2 mins later after stabilizing the climb. (Takeoff was normal.) ATC informed me that the time was XX55, which means I actually took off at XX53. I reset the clock. Under the existing conditions, I should have asked ATC for a wider 'window' when getting my release by phone--then I wouldn't have been in such a damn rush.

Title: SMA DEPARTS N87 IFR AFTER VOID TIME.

Narrative: BY LANDLINE, I RECEIVED AN IFR CLRNC FOR FLT FROM N87 TO DCA, TO DEPART THE UNCONTROLLED FIELD BTWN XX45 AND XX50. WX CONDITIONS WERE IFR WITH LOW CEILING AND VISIBILITY IN WET SNOW. I CLEANED THE FUSELAGE AND AIRFOILS OF SNOW SEVERAL TIMES BY BRUSH. I WAS ABLE TO CLR ALL THE SNOW, BUT THE FALLING SNOW WAS VERY WET AND ACCUMULATED RAPIDLY. AFTER RECEIVING MY RELEASE, I AGAIN WIPED CLEAN ALL AIRFOILS FROM LEADING TO TRAILING EDGE. I CHKED THE WINDSOCK AND TAXIED TO RWY 11 FOR TKOF. THE TKOF ROLL SEEMED TOO LONG, AND CONCERNED THAT THE LAST 2 MINS' SNOWFALL MIGHT BE CLINGING TO THE AIRPLANE, I ABORTED THE TKOF. MY PAX (AND EMPLOYER) WAS ALREADY LATE FOR A MEETING WITH WHITE HOUSE VIP'S. I COMMENCED TKOF ON RWY 29 AT VOID TIME, AND CONTACTED ATC 2 MINS LATER AFTER STABILIZING THE CLB. (TKOF WAS NORMAL.) ATC INFORMED ME THAT THE TIME WAS XX55, WHICH MEANS I ACTUALLY TOOK OFF AT XX53. I RESET THE CLOCK. UNDER THE EXISTING CONDITIONS, I SHOULD HAVE ASKED ATC FOR A WIDER 'WINDOW' WHEN GETTING MY RELEASE BY PHONE--THEN I WOULDN'T HAVE BEEN IN SUCH A DAMN RUSH.
