Narrative:

I was training a controller on local control. An large transport was on an ILS to runway 31R, and an light transport was put on a visibility by the approach controller after he crossed the parallel approach course which he (light transport) was supposed to be on for a visibility approach. Approach claimed the light transport was utilizing visibility sep with the large transport, even though he was at that time 1/2 mi in front of and 300' below him. The light transport was given a heading out of the arrival corridor and was given a visibility approach to land with no further incident.
