Narrative:
I am reporting this for another controller who seemed unwilling to do so. ZOB center did not take a handoff on aircraft X until the plane was less than a minute flying time to their boundary and had to call them to take the handoff. ZOB center routinely doesn't take handoffs in a timely manner. ZOB center controllers need remedial training on how far out beyond their boundaries to set their maps and what constitutes 'timely acceptance of a handoff.' they clearly understand neither.
