Narrative:

Throughout the week of 1/X/90, the joint readiness training command was having an exercise at fort chaffee, which is 2 mi southeast of the fort smith airport. There are 2 restr areas (R2401 and R2402), in which the army helicopter's fly, at night with no lights on. The helicopter's must remain inside of R2401 and R2402 to protect other aircraft. The army helicopter's have been seen well outside of R2401 and R2402 with no lights on. I have seen them just south of the airport, well within the airport traffic pattern, not talking to ATC and having no lights at all on their aircraft. This is very unsafe and on a few occasions the aircraft conflicted with arrival aircraft to the airport. I do not know how many times I could not see the helicopter--and aircraft flew through them but 3-4 times I could at least provide advisory service to the arrs. This happens all the time, and I see no end to it until an aircraft hits a helicopter. Management has tried, but is unable to stop this unsafe action.

Title: MIL TRAINING ACFT SPILLOUT OF RESTRICTED AIRSPACE AND CONFLICT WITH ACFT LNDG ADJACENT ARPT.

Narrative: THROUGHOUT THE WEEK OF 1/X/90, THE JOINT READINESS TRNING COMMAND WAS HAVING AN EXERCISE AT FORT CHAFFEE, WHICH IS 2 MI SE OF THE FORT SMITH ARPT. THERE ARE 2 RESTR AREAS (R2401 AND R2402), IN WHICH THE ARMY HELI'S FLY, AT NIGHT WITH NO LIGHTS ON. THE HELI'S MUST REMAIN INSIDE OF R2401 AND R2402 TO PROTECT OTHER ACFT. THE ARMY HELI'S HAVE BEEN SEEN WELL OUTSIDE OF R2401 AND R2402 WITH NO LIGHTS ON. I HAVE SEEN THEM JUST S OF THE ARPT, WELL WITHIN THE ARPT TFC PATTERN, NOT TALKING TO ATC AND HAVING NO LIGHTS AT ALL ON THEIR ACFT. THIS IS VERY UNSAFE AND ON A FEW OCCASIONS THE ACFT CONFLICTED WITH ARR ACFT TO THE ARPT. I DO NOT KNOW HOW MANY TIMES I COULD NOT SEE THE HELI--AND ACFT FLEW THROUGH THEM BUT 3-4 TIMES I COULD AT LEAST PROVIDE ADVISORY SVC TO THE ARRS. THIS HAPPENS ALL THE TIME, AND I SEE NO END TO IT UNTIL AN ACFT HITS A HELI. MGMNT HAS TRIED, BUT IS UNABLE TO STOP THIS UNSAFE ACTION.
