Narrative:

According to the memo given to the work force the first fix given must be displayed on the radar scope or overhead charts. [Fix] is not; and I was too busy to amend his route on the ground. So I cleared 'as filed'this memo is dangerous; un-expeditious; and not efficient. It convolutes the federal aviation administration handbook (faah) 7110.65 and has made our job exponentially more difficult. Also they gave us nothing; no training on how to work with these new rules. They are misapplying the faah 7110.65 by inventing new rules on how non radar is supposed to be worked.
