Narrative:

While descending in VFR conditions, radar on and operating properly, low vertical cell activity observed, encountered moderate turbulence at around 18000'. Seat belt sign was on, but sustained some passenger injuries. Apparently overflew a cell not showing on 25/50 mi radar scope. F/a's must ensure passenger stay seated/belted when seat belt sign is on.
