Narrative:

I (instrument) requested practice DME ILS 21 approach from tower. Tower replied, 'roger, maintain VFR; IFR sep not provided, report humty inbound.' after flying 1/2 of the approach and reaching humty outbnd, another small aircraft Z was cleared by the tower for a practice localizer approach to runway 21. While outbnd on localizer, I saw the other small aircraft 1/4 mi head on and took control from my student. There is intense student training at this airport--4 flight schools. No radar service is locally available. The only way safely to practice any approach at prc is to file IFR. This is the third occurrence in 2 weeks for me--first report.

AFTER FLYING 1/2 OF THE APCH AND REACHING HUMTY OUTBND, ANOTHER SMA Z WAS CLRED BY THE TWR FOR A PRACTICE LOC APCH TO RWY 21. WHILE OUTBND ON LOC, I SAW THE OTHER SMA 1/4 MI HEAD ON AND TOOK CTL FROM MY STUDENT. THERE IS INTENSE STUDENT TRNING AT THIS ARPT--4 FLT SCHOOLS. NO RADAR SVC IS LOCALLY AVAILABLE. THE ONLY WAY SAFELY TO PRACTICE ANY APCH AT PRC IS TO FILE IFR. THIS IS THE THIRD OCCURRENCE IN 2 WKS FOR ME--FIRST RPT.
