Narrative:

My copilot called for taxi on ground frequency 121.7. We were cleared to taxi from our ramp to runway 22L via west and north taxiway. Prior to exiting our ramp I requested the copilot to ask ground if we could back taxi on runway 22R to 22L. Ground cleared us to 22L via e-w and back taxi on 4L. As we approached 4L (22R) my copilot noticed that an aircraft was lined up short final for 22R. We held short of 4L (22R). Holding short I queried the controller to verify our taxi clearance. His reply was that he did not sidestep the aircraft landing to 22L. (The aircraft ended up missing the landing.) we were reclred onto 4L for back taxi to 22L. No other abnormalities occurred. We could hear the controller on ground giving instructions to landing and taking off aircraft. He was obviously working two frequencys at the same time. The vigilance of my copilot probably saved us from a serious mishap. Maybe if we all were on the same frequency this might not have happened. If one controller is going to work both positions have everyone on tower frequency.

Title: VERY HIGH POTENTIAL FOR RWY INCURSION AND CONFLICT BETWEEN TAXIING ACFT AND OTHER ACFT ON FINAL APCH. ATC OPERATIONAL DEVIATION.

Narrative: MY COPLT CALLED FOR TAXI ON GND FREQ 121.7. WE WERE CLRED TO TAXI FROM OUR RAMP TO RWY 22L VIA W AND N TXWY. PRIOR TO EXITING OUR RAMP I REQUESTED THE COPLT TO ASK GND IF WE COULD BACK TAXI ON RWY 22R TO 22L. GND CLRED US TO 22L VIA E-W AND BACK TAXI ON 4L. AS WE APCHED 4L (22R) MY COPLT NOTICED THAT AN ACFT WAS LINED UP SHORT FINAL FOR 22R. WE HELD SHORT OF 4L (22R). HOLDING SHORT I QUERIED THE CTLR TO VERIFY OUR TAXI CLRNC. HIS REPLY WAS THAT HE DID NOT SIDESTEP THE ACFT LNDG TO 22L. (THE ACFT ENDED UP MISSING THE LNDG.) WE WERE RECLRED ONTO 4L FOR BACK TAXI TO 22L. NO OTHER ABNORMALITIES OCCURRED. WE COULD HEAR THE CTLR ON GND GIVING INSTRUCTIONS TO LNDG AND TAKING OFF ACFT. HE WAS OBVIOUSLY WORKING TWO FREQS AT THE SAME TIME. THE VIGILANCE OF MY COPLT PROBABLY SAVED US FROM A SERIOUS MISHAP. MAYBE IF WE ALL WERE ON THE SAME FREQ THIS MIGHT NOT HAVE HAPPENED. IF ONE CTLR IS GOING TO WORK BOTH POSITIONS HAVE EVERYONE ON TWR FREQ.
