Narrative:

I was working local control position. I cleared an aircraft for takeoff from with an approved short delay. The aircraft got on the runway; did his short delay then started his takeoff roll. At this point; the aircraft realized that they had a punctured tire and was unable to clear the runway. At this point; I made the controller in charge aware of the situation as well as not being able to use the right runway until the aircraft was clear and a runway inspection was done. Aircraft X was inbound on the arrival and was later cleared to land on the center runway. I noticed that aircraft X was on base when I received a call from TRACON about coordinating approaches to another runway since one runway was temporarily closed. After getting off the line with TRACON and passing on the information; I observed that aircraft X had landed on a taxiway. I told the aircraft to hold position. I then gave him the brasher warning. After that; I gave the aircraft taxiing instructions. The pilot was not aware that he was not on the runway so I had to tell him. After giving him the taxiing instructions; I observed aircraft X going across an intersecting runway. I immediately stopped him from completely crossing; then gave him progressive taxi. Aircraft X appeared to be unfamiliar with the airport's setup. There were no vehicle or other aircraft on the taxiway when the aircraft landed.one recommendation would be to have a way for it to be mandatory that pilots know the airport layout of the airport that they are flying to. This way they will know where the runways and taxiways are. Also to encourage the pilot to speak up if they are uncertain about what they were told to do.
