Narrative:

I was giving night instruction to a student at the newark ohio airport. We were doing night takeoffs and lndgs. While on midfield downwind, I noticed and pointed out to student a plane while appeared on a long extended left base for runway 27 at newark. We announced our downwind on unicom frequency. The aircraft was low on the base when we saw him. We never heard him call on unicom. We heard aircraft calling but could not understand him due to garbled and static on radio while descending on base we could not find other aircraft. I assumed he wasn't going to enter pattern and turn final. We called out base. Ground called out turning final. While turning final we heard a plane calling on unicom, but again couldn't understand his call. As we were completing our turn to final, I caught his landing light being turned on. At that time, we did a go around by climbing, and entered an upwind for runway 27. We again saw plane on final while we were on downwind. He turned on his landing light on short final and landed ahead of us. The problem was caused by his radio not transmitting properly so we could understand him. By him being low on base and final we lost him in the lights of the city because were higher than him on base. If he had turned his landing light on sooner, we would have seen him sooner. Airport manager said the next day that the pilot's radio has not been very clear and hard to understand.

Title: SMA ENTERS UCA ARPT AT LOW ALT WITH RADIO THAT CANNOT BE HEARD. SMA MAKES GO AROUND.

Narrative: I WAS GIVING NIGHT INSTRUCTION TO A STUDENT AT THE NEWARK OHIO ARPT. WE WERE DOING NIGHT TKOFS AND LNDGS. THE ACFT WAS LOW ON THE BASE WHEN WE SAW HIM. WE NEVER HEARD HIM CALL ON UNICOM. WE HEARD ACFT CALLING BUT COULD NOT UNDERSTAND HIM DUE TO GARBLED AND STATIC ON RADIO WHILE DSNDING ON BASE WE COULD NOT FIND OTHER ACFT. I ASSUMED HE WASN'T GOING TO ENTER PATTERN AND TURN FINAL. WE CALLED OUT BASE. GND CALLED OUT TURNING FINAL. WHILE TURNING FINAL WE HEARD A PLANE CALLING ON UNICOM, BUT AGAIN COULDN'T UNDERSTAND HIS CALL. AS WE WERE COMPLETING OUR TURN TO FINAL, I CAUGHT HIS LNDG LIGHT BEING TURNED ON. AT THAT TIME, WE DID A GAR BY CLBING, AND ENTERED AN UPWIND FOR RWY 27. WE AGAIN SAW PLANE ON FINAL WHILE WE WERE ON DOWNWIND. HE TURNED ON HIS LNDG LIGHT ON SHORT FINAL AND LANDED AHEAD OF US. THE PROB WAS CAUSED BY HIS RADIO NOT XMITTING PROPERLY SO WE COULD UNDERSTAND HIM. BY HIM BEING LOW ON BASE AND FINAL WE LOST HIM IN THE LIGHTS OF THE CITY BECAUSE WERE HIGHER THAN HIM ON BASE. IF HE HAD TURNED HIS LNDG LIGHT ON SOONER, WE WOULD HAVE SEEN HIM SOONER. ARPT MGR SAID THE NEXT DAY THAT THE PLT'S RADIO HAS NOT BEEN VERY CLEAR AND HARD TO UNDERSTAND.
