Narrative:

Cga X was on a visual approach to santa monica airport runway 3. Air carrier Y was departing los angeles runway 24. Cga X was on a visual approach still southbound when air carrier Y came airborne. I issued air carrier Y an immediate climb through 2500 MSL maintain 9000' MSL. The aircraft passed approximately 1/4 mi apart and air carrier Y was about 200-300' above him. This situation occurred because somebody allowed that aircraft to proceed southbound and reenter the TCA in front of my departure. I suggest that a circling approach to santa monica runway 3 not be allowed with a jet unless los angeles runway 24 departures are stopped long enough to let the runway 3 approach clear runway 24 departure path.

Narrative: CGA X WAS ON A VISUAL APCH TO SANTA MONICA ARPT RWY 3. ACR Y WAS DEPARTING LOS ANGELES RWY 24. CGA X WAS ON A VISUAL APCH STILL SBND WHEN ACR Y CAME AIRBORNE. I ISSUED ACR Y AN IMMEDIATE CLIMB THROUGH 2500 MSL MAINTAIN 9000' MSL. THE ACFT PASSED APPROX 1/4 MI APART AND ACR Y WAS ABOUT 200-300' ABOVE HIM. THIS SITUATION OCCURRED BECAUSE SOMEBODY ALLOWED THAT ACFT TO PROCEED SBND AND REENTER THE TCA IN FRONT OF MY DEP. I SUGGEST THAT A CIRCLING APCH TO SANTA MONICA RWY 3 NOT BE ALLOWED WITH A JET UNLESS LOS ANGELES RWY 24 DEPS ARE STOPPED LONG ENOUGH TO LET THE RWY 3 APCH CLEAR RWY 24 DEP PATH.
