Narrative:

I'm not sure this is a proper channel for this report but it does involve aviation safety and after more than 6 months of attempting to get FAA management to take action I am totally frustrated. Recently we received a written direction that we are not to go outside our local management on any FAA matter so that it effectively reduced our ability to attempt to resolve safety issues to zero if local management is unresponsive. The issue is a tower that was constructed in the airport traffic pattern at felts field. Field elevation is 1953' MSL. Tower is 2812' MSL. Recommended traffic pattern altitude is 3000' MSL. The FAA refused to require lighting on this tower, however, we have been able to convince the owner to light the tower. The problem that exists is the tower is in the departure path for the missed approach and may be close enough to be an obstruction on the final approach for the VOR-3 approach to felts field. Minimum descent altitude on that approach is 2900' MSL. With the tower at 2812' MSL that only allows a margin of 88' (actually 87'). I have been unable to get FAA management to chart this obstruction since it is the highest obstacle in close proximity north of the airport, or to reconsider the approach minimums since it appears to be in violation of the terminal procedures manual. Callback conversation with reporter revealed the following: reporter says that the antenna is now lighted, but not shown on the approach charts. He had attempted several times to do so by talking to FSDO and facility management. As a result of these calls, he has been asked to keep matters in-house. Relationship with facility management appears to be good. He is an instrument pilot and believes it should be charted. Antenna is 2812' MSL and located about 1 1/2 mi nnw of the approach end of runway 21R. He has been an fpl at non radar facility for 17 yrs.

Title: REPORTER CONCERN ABOUT ANTENNA TWR LOCATED CLOSE TO DEP END OF RWY 3. CAN'T SEEM TO GET ANYONE INTERESTED IN MARKING IT AS AN OBSTRUCTION.
