Narrative:

I departed restaurant from the rear parking lot next to lake and took off to the north along the length of the lake in aircraft X. I noticed the helicopter assigned to the medical center (aircraft Y) approximately 1 mi due west at 1000' AGL. The heliport and medical center is located on the west side of the lake approximately 1/2 mi from the restaurant. I climbed to 1000' AGL to the north along the lake and made a right turn to the east approximately 1 mi from the restaurant. As I made the turn I looked to the right and noticed the 'Y' following me and seemed to be 'chasing' me. He was approximately 300' below me and 1/4 mi behind me. Not knowing his intentions I held a steady course and he soon came upon my left side approximately 20' higher and 50-60 KTS faster than the aircraft X I was flying. The 'Y', having overtaken me, abruptly made a right diving turn in front of me and forced me to such forward cyclic to avoid hitting him and put the 'X' in a low G situation. The 'X' did not stall. When the incident occurred I did not understand why he had pursued me. I was not in radio contact with him. 'Y' proceeded back to his heliport and landed. Later, as I relayed the incident to airport management, he informed me of a similar situation where he was taking aerial photographs and a 'Y' complained to tower that an 'X' was flying around 'his' airspace. The airport manager was also monitoring tower and radioed a response in effect which said, 'when the FAA designates this airspace as 'his', I will no longer fly in it, but in the meantime I have pictures to take.' I believe the 'Y' pilot was 'flexing his muscles' as a warning for me to stay out of that area. He certainly has intimidated me and I plan to stay away until some action is taken. The restaurant owner is a friend and a fellow pilot. I enjoy flying in for lunch with my 5 yr old son (who wants to be an astronaut)!

Title: PLT OF SMA HELICOPTER ON PLEASURE FLT REPORTS HARASSMENT AND CLOSE PASS BY PLT OF EMS HELICOPTER BASED AT NEARBY MEDICAL CENTER.

I CLIMBED TO 1000' AGL TO THE NORTH ALONG THE LAKE AND MADE A RIGHT TURN TO THE E APPROX 1 MI FROM THE RESTAURANT. AS I MADE THE TURN I LOOKED TO THE RIGHT AND NOTICED THE 'Y' FOLLOWING ME AND SEEMED TO BE 'CHASING' ME. HE WAS APPROX 300' BELOW ME AND 1/4 MI BEHIND ME. NOT KNOWING HIS INTENTIONS I HELD A STEADY COURSE AND HE SOON CAME UPON MY LEFT SIDE APPROX 20' HIGHER AND 50-60 KTS FASTER THAN THE ACFT X I WAS FLYING. THE 'Y', HAVING OVERTAKEN ME, ABRUPTLY MADE A RIGHT DIVING TURN IN FRONT OF ME AND FORCED ME TO SUCH FORWARD CYCLIC TO AVOID HITTING HIM AND PUT THE 'X' IN A LOW G SITUATION. THE 'X' DID NOT STALL. WHEN THE INCIDENT OCCURRED I DID NOT UNDERSTAND WHY HE HAD PURSUED ME. I WAS NOT IN RADIO CONTACT WITH HIM. 'Y' PROCEEDED BACK TO HIS HELIPORT AND LANDED. LATER, AS I RELAYED THE INCIDENT TO ARPT MGMNT, HE INFORMED ME OF A SIMILAR SITUATION WHERE HE WAS TAKING AERIAL PHOTOGRAPHS AND A 'Y' COMPLAINED TO TWR THAT AN 'X' WAS FLYING AROUND 'HIS' AIRSPACE. THE ARPT MGR WAS ALSO MONITORING TWR AND RADIOED A RESPONSE IN EFFECT WHICH SAID, 'WHEN THE FAA DESIGNATES THIS AIRSPACE AS 'HIS', I WILL NO LONGER FLY IN IT, BUT IN THE MEANTIME I HAVE PICTURES TO TAKE.' I BELIEVE THE 'Y' PLT WAS 'FLEXING HIS MUSCLES' AS A WARNING FOR ME TO STAY OUT OF THAT AREA. HE CERTAINLY HAS INTIMIDATED ME AND I PLAN TO STAY AWAY UNTIL SOME ACTION IS TAKEN. THE RESTAURANT OWNER IS A FRIEND AND A FELLOW PLT. I ENJOY FLYING IN FOR LUNCH WITH MY 5 YR OLD SON (WHO WANTS TO BE AN ASTRONAUT)!
