Narrative:

ZLA was very busy and they did not clear us below 19000' until 45 mi from lax. Finally when we got a reminder in, her reply was 'now cleared for the civit profile, cross arnes at or about 10000',' and in the same breath continued talking to other aircraft. To notify her that we could not make our suzzy or fueler restriction was impossible--and when we finally got through to ask for relief, she did not give us relief, but told us to contact approach control and continued talking to other aircraft with no breaks. Approach just cleared us for a visibility to follow an aircraft ahead. They made no mention of altitudes, when we complained that center held us too high.

Title: ACRPLT COMPLAINS OF BEING HELD HIGH ON STAR ARR INTO LAX AND THEN NOT GETTING SATISFACTORY RESPONSES FROM ARTCC RADAR CTLR. CLRNC READBACK HEARBACK A PROBLEM.

Narrative: ZLA WAS VERY BUSY AND THEY DID NOT CLR US BELOW 19000' UNTIL 45 MI FROM LAX. FINALLY WHEN WE GOT A REMINDER IN, HER REPLY WAS 'NOW CLRED FOR THE CIVIT PROFILE, CROSS ARNES AT OR ABOUT 10000',' AND IN THE SAME BREATH CONTINUED TALKING TO OTHER ACFT. TO NOTIFY HER THAT WE COULD NOT MAKE OUR SUZZY OR FUELER RESTRICTION WAS IMPOSSIBLE--AND WHEN WE FINALLY GOT THROUGH TO ASK FOR RELIEF, SHE DID NOT GIVE US RELIEF, BUT TOLD US TO CONTACT APCH CTL AND CONTINUED TALKING TO OTHER ACFT WITH NO BREAKS. APCH JUST CLRED US FOR A VIS TO FOLLOW AN ACFT AHEAD. THEY MADE NO MENTION OF ALTS, WHEN WE COMPLAINED THAT CENTER HELD US TOO HIGH.
