Narrative:

This report involves ground operation on a taxiway that had supposedly been notamed closed. I was stopped by a uniformed security officer and advised that a violation had occurred. I was advised that the FAA would contact me. On 12/thur/89, I obtained a briefing from FSS at myf for my route of flight myf-sna-ict-vih, and return via sna. I remember asking for sna NOTAMS because I was advised that the ILS was OTS. No mention of closed txwys. On 12/thur/89 at ict, I filed from jef-abq and from abq-sna and received a briefing. No mention of closed txwys. At abq I called FSS for WX. Received information on after hours noise limits, but no information on closed txwys. On letdown approaching sna, I was given a STAR and was too low to receive ATIS until just before the final controller. ATIS advised of closed txwys, but I was too busy to look at the airport diagram. (If this happens in the future, maybe I should ask to hold while I analyze and memorize txwys a-z.). I landed and taxied off the runway taxiway a (no tower in the wee hours). There were no signs, cones, or any other indications. No work (construction) was going on within 1/4 mi of my position on the airport. I interfered with no one. I called ril FSS and asked if they were aware of the taxi NOTAM--they were not. I now face a possible violation because the airport did not notify FSS of the NOTAM, because no barriers or markers were placed, and because ATIS was too complex to be analyzed in flight. Callback conversation with reporter revealed the following: the reporter is now aware of the limitations of a NOTAM (left). FAA is pursuing its investigation of the incident.

NO MENTION OF CLOSED TXWYS. AT ABQ I CALLED FSS FOR WX. RECEIVED INFO ON AFTER HRS NOISE LIMITS, BUT NO INFO ON CLOSED TXWYS. (IF THIS HAPPENS IN THE FUTURE, MAYBE I SHOULD ASK TO HOLD WHILE I ANALYZE AND MEMORIZE TXWYS A-Z.). I LANDED AND TAXIED OFF THE RWY TXWY A (NO TWR IN THE WEE HRS). THERE WERE NO SIGNS, CONES, OR ANY OTHER INDICATIONS. NO WORK (CONSTRUCTION) WAS GOING ON WITHIN 1/4 MI OF MY POS ON THE ARPT. I INTERFERED WITH NO ONE. I CALLED RIL FSS AND ASKED IF THEY WERE AWARE OF THE TAXI NOTAM--THEY WERE NOT. I NOW FACE A POSSIBLE VIOLATION BECAUSE THE ARPT DID NOT NOTIFY FSS OF THE NOTAM, BECAUSE NO BARRIERS OR MARKERS WERE PLACED, AND BECAUSE ATIS WAS TOO COMPLEX TO BE ANALYZED IN FLT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: THE RPTR IS NOW AWARE OF THE LIMITATIONS OF A NOTAM (L). FAA IS PURSUING ITS INVESTIGATION OF THE INCIDENT.
