Narrative:

Airport diagram depicts a taxiway leading from the ramp to taxiway C and G intersection. In reality the ramp continues to the taxiway C and G intersection. This makes the parallel taxiway C difficult to distinguish from the ramp. On initial taxiout from the gate the captain and I mistook taxiway G for the taxiway depicted on the chart leading from the ramp to the parallel. As we were crossing the parallel taxiway C (which was not clearly marked and appeared to still be part of the ramp). Ground control advised us to turn right for a runway 5 departure. In comparing the diagram to the actual conditions it appeared runway 5-23 was the parallel taxiway C, and we were mentally prepared to turn right on the runway. As we approached the runway we began to realize what we thought was taxiway C was runway 5-23. Ground advised us to hold short of the runway and cancelled an air carrier X takeoff clearance. We held short and never taxied onto the runway. Air carrier X was reclred for takeoff and we were given subsequent taxi instructions. I feel this occurrence may have been partially caused by an unclear taxi diagram. Callback conversation with reporter revealed the following: callback to orf facility chief determined that ramp area construction was recently completed. Chief gave assurance that commercial publisher and NOAA were being advised of change in airport layout.

Title: ARPT CHART NOT ENTIRELY ACCURATE BECAUSE OF NEW CONSTRUCTION EXTENDED RAMP TO TXWY C.

Narrative: ARPT DIAGRAM DEPICTS A TXWY LEADING FROM THE RAMP TO TXWY C AND G INTXN. IN REALITY THE RAMP CONTINUES TO THE TXWY C AND G INTXN. THIS MAKES THE PARALLEL TXWY C DIFFICULT TO DISTINGUISH FROM THE RAMP. AS WE WERE XING THE PARALLEL TXWY C (WHICH WAS NOT CLEARLY MARKED AND APPEARED TO STILL BE PART OF THE RAMP). GND CTL ADVISED US TO TURN RIGHT FOR A RWY 5 DEP. IN COMPARING THE DIAGRAM TO THE ACTUAL CONDITIONS IT APPEARED RWY 5-23 WAS THE PARALLEL TXWY C, AND WE WERE MENTALLY PREPARED TO TURN RIGHT ON THE RWY. AS WE APCHED THE RWY WE BEGAN TO REALIZE WHAT WE THOUGHT WAS TXWY C WAS RWY 5-23. GND ADVISED US TO HOLD SHORT OF THE RWY AND CANCELLED AN ACR X TKOF CLRNC. WE HELD SHORT AND NEVER TAXIED ONTO THE RWY. ACR X WAS RECLRED FOR TKOF AND WE WERE GIVEN SUBSEQUENT TAXI INSTRUCTIONS. I FEEL THIS OCCURRENCE MAY HAVE BEEN PARTIALLY CAUSED BY AN UNCLEAR TAXI DIAGRAM. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: CALLBACK TO ORF FAC CHIEF DETERMINED THAT RAMP AREA CONSTRUCTION WAS RECENTLY COMPLETED. CHIEF GAVE ASSURANCE THAT COMMERCIAL PUBLISHER AND NOAA WERE BEING ADVISED OF CHANGE IN ARPT LAYOUT.
