Narrative:

I had brought 3 passenger to bna the previous day, operating under far part 135, and was expecting to have the same return load. When 5 people showed up to return to columbus, I attempted to accommodate them. I did not recompute the weight and balance. Everyone was loaded aboard and the engines started, but I did not move the aircraft. Someone on the ground signalled for me to wait. After identing himself as an FAA inspector, he asked for my load manifest. Shutting the engines down and unloading the passenger, I proceeded to compute a new weight and balance. It was discovered that the aircraft was slightly overweight. During the ensuing ramp inspection, it was discovered that there was no company operations manual aboard the aircraft. At this point, I arranged for another commercial operator to export my passenger to columbus and I flew the aircraft home under far part 91.

Title: ATX LOADED AND READY TO GO IS STOPPED BY FAA INSPECTOR BEFORE TAXIING. WHEN WEIGHT AND BALANCE WAS COMPLETED THE ACFT WAS FOUND TO BE OVER GROSS AND THERE WAS NO ACFT OPERATIONS MANUAL ON BOARD.

Narrative: I HAD BROUGHT 3 PAX TO BNA THE PREVIOUS DAY, OPERATING UNDER FAR PART 135, AND WAS EXPECTING TO HAVE THE SAME RETURN LOAD. WHEN 5 PEOPLE SHOWED UP TO RETURN TO COLUMBUS, I ATTEMPTED TO ACCOMMODATE THEM. I DID NOT RECOMPUTE THE WT AND BAL. EVERYONE WAS LOADED ABOARD AND THE ENGS STARTED, BUT I DID NOT MOVE THE ACFT. SOMEONE ON THE GND SIGNALLED FOR ME TO WAIT. AFTER IDENTING HIMSELF AS AN FAA INSPECTOR, HE ASKED FOR MY LOAD MANIFEST. SHUTTING THE ENGS DOWN AND UNLOADING THE PAX, I PROCEEDED TO COMPUTE A NEW WT AND BAL. IT WAS DISCOVERED THAT THE ACFT WAS SLIGHTLY OVERWEIGHT. DURING THE ENSUING RAMP INSPECTION, IT WAS DISCOVERED THAT THERE WAS NO COMPANY OPS MANUAL ABOARD THE ACFT.
