Narrative:

Flight dfw-mdw dec/wed/89. During descent and approach into midway, we received the ATIS, ILS 4R and landing 4R. The tower was reporting braking action fair, as we recall it. The approach and landing all went as planned until the last 1000' or so when we found the braking action in that area to be nil. We were unable to stop the aircraft on the runway. We were able to steer it to the left to avoid direct contact with the blast fence. The right wing leading edge slats did strike the fence -- slight damage. There were no injuries. I think there should be a better way of monitoring and maintaining all portions of the runway. Sometimes braking action reports are from an aircraft that may not use the last portion of the runway. Title: ACR MLG RWY EXCURSION.

Narrative: FLT DFW-MDW DEC/WED/89. DURING DSCNT AND APCH INTO MIDWAY, WE RECEIVED THE ATIS, ILS 4R AND LNDG 4R. THE TWR WAS REPORTING BRAKING ACTION FAIR, AS WE RECALL IT. THE APCH AND LNDG ALL WENT AS PLANNED UNTIL THE LAST 1000' OR SO WHEN WE FOUND THE BRAKING ACTION IN THAT AREA TO BE NIL. WE WERE UNABLE TO STOP THE ACFT ON THE RWY. WE WERE ABLE TO STEER IT TO THE LEFT TO AVOID DIRECT CONTACT WITH THE BLAST FENCE. THE RIGHT WING LEADING EDGE SLATS DID STRIKE THE FENCE -- SLIGHT DAMAGE. THERE WERE NO INJURIES. I THINK THERE SHOULD BE A BETTER WAY OF MONITORING AND MAINTAINING ALL PORTIONS OF THE RWY. SOMETIMES BRAKING ACTION REPORTS ARE FROM AN ACFT THAT MAY NOT USE THE LAST PORTION OF THE RWY. SUPPLEMENTAL INFORMATION FROM ACN 131093: INACCURATE RWY CONDITION AND BRAKING ACTION. OPERATE ROUTINELY OFF SHORT RWYS AT MIDWAY ARPT IN MANY ADVERSE CONDITIONS.
