[Aircraft X] was filed IFR. The route would go directly through a jump zone. We have in our letter of agreement with TRACON that aircraft delivered via the fix shall be on a heading to parallel the airway(north bound). This is a situation that has been reported on several occasions before and hasn't been corrected. This is dangerous and will lead to loss of life if not addressed.[recommend that] TRACON controllers are trained and reminded of the airspace and procedures required to their adjacent airspace.

Title: A TRACON routinely issues routes to aircraft that transit a known Jump Zone. There is a procedure in place to issue routes to aircraft away from the Jump Zone. According to the reporter the TRACON routinely does not comply with these procedures.
