Narrative:

While practicing lndgs at prc, I was told by tower to continue right downwind for runway 21. An small aircraft Y aircraft, nearly configured identical to the one I flew, was told to follow me on left downwind for 21. I heard and understood his clearance to turn base after passing me on final. Tower cleared me to turn base and report on final. As I turned onto final, the following Y aircraft turned final right in front of me. Due to the position of the cowling, I could not see him until I leveled off. At this time, I was within 200', horizontally, of this airplane. We executed a right 360 degree turn while the tower cleared the other plane to land after we told them what had happened. The day after the occurrence, I went to the tower to see how it operates. It was quite obvious to me that it would be quite impossible for the controllers to prevent this occurrence without radar. It is apparent that the pilot of the other plane heard my clearance to turn base and followed it. A simple, but dangerous mistake, undoubtedly, but it could have been caught and diverted had the tower had radar.

Title: TWO SMA ACFT PILOTED BY STUDENT PLTS HAD NMAC IN TRAFFIC PATTERN AT PRC.

Narrative: WHILE PRACTICING LNDGS AT PRC, I WAS TOLD BY TWR TO CONTINUE RIGHT DOWNWIND FOR RWY 21. AN SMA Y ACFT, NEARLY CONFIGURED IDENTICAL TO THE ONE I FLEW, WAS TOLD TO FOLLOW ME ON LEFT DOWNWIND FOR 21. I HEARD AND UNDERSTOOD HIS CLRNC TO TURN BASE AFTER PASSING ME ON FINAL. TWR CLRED ME TO TURN BASE AND REPORT ON FINAL. AS I TURNED ONTO FINAL, THE FOLLOWING Y ACFT TURNED FINAL RIGHT IN FRONT OF ME. DUE TO THE POSITION OF THE COWLING, I COULD NOT SEE HIM UNTIL I LEVELED OFF. AT THIS TIME, I WAS WITHIN 200', HORIZONTALLY, OF THIS AIRPLANE. WE EXECUTED A RIGHT 360 DEG TURN WHILE THE TWR CLRED THE OTHER PLANE TO LAND AFTER WE TOLD THEM WHAT HAD HAPPENED. THE DAY AFTER THE OCCURRENCE, I WENT TO THE TWR TO SEE HOW IT OPERATES. IT WAS QUITE OBVIOUS TO ME THAT IT WOULD BE QUITE IMPOSSIBLE FOR THE CTLRS TO PREVENT THIS OCCURRENCE WITHOUT RADAR. IT IS APPARENT THAT THE PLT OF THE OTHER PLANE HEARD MY CLRNC TO TURN BASE AND FOLLOWED IT. A SIMPLE, BUT DANGEROUS MISTAKE, UNDOUBTEDLY, BUT IT COULD HAVE BEEN CAUGHT AND DIVERTED HAD THE TWR HAD RADAR.
