Narrative:

After an air carrier xx landed on runway 3L at dtw, we were cleared into position for takeoff with another aircraft on final approach to same runway. As xx turned into a 90 degree runway turnoff, we were cleared for takeoff. Shortly thereafter, we heard the tower call xx twice to clear the runway. Xx had made a 90 degree turn to the runway and stopped with his tail protruding a short distance (10') onto the runway. When it was obvious to me that aircraft was going to hold his position and not taxi clear of the runway, I instructed the first officer, who was making the takeoff, to abort and informed the tower that we were aborting. The tower instructed the aircraft on final to go around. Our abort was initiated at 70-80 KTS and little braking was necessary to come to a stop and clear the runway. We taxied back to the end of the runway for a successful takeoff. I cannot make any judgement as to why xx did not continue clear of the runway, and I don't feel the tower erred in clearing us for takeoff, but I do feel I would have been in error if I had continued my takeoff under these circumstances.

Title: ABORTED TKOF.

Narrative: AFTER AN ACR XX LANDED ON RWY 3L AT DTW, WE WERE CLRED INTO POS FOR TKOF WITH ANOTHER ACFT ON FINAL APCH TO SAME RWY. AS XX TURNED INTO A 90 DEG RWY TURNOFF, WE WERE CLRED FOR TKOF. SHORTLY THEREAFTER, WE HEARD THE TWR CALL XX TWICE TO CLR THE RWY. XX HAD MADE A 90 DEG TURN TO THE RWY AND STOPPED WITH HIS TAIL PROTRUDING A SHORT DISTANCE (10') ONTO THE RWY. WHEN IT WAS OBVIOUS TO ME THAT ACFT WAS GOING TO HOLD HIS POS AND NOT TAXI CLR OF THE RWY, I INSTRUCTED THE F/O, WHO WAS MAKING THE TKOF, TO ABORT AND INFORMED THE TWR THAT WE WERE ABORTING. THE TWR INSTRUCTED THE ACFT ON FINAL TO GO AROUND. OUR ABORT WAS INITIATED AT 70-80 KTS AND LITTLE BRAKING WAS NECESSARY TO COME TO A STOP AND CLR THE RWY. WE TAXIED BACK TO THE END OF THE RWY FOR A SUCCESSFUL TKOF. I CANNOT MAKE ANY JUDGEMENT AS TO WHY XX DID NOT CONTINUE CLR OF THE RWY, AND I DON'T FEEL THE TWR ERRED IN CLRING US FOR TKOF, BUT I DO FEEL I WOULD HAVE BEEN IN ERROR IF I HAD CONTINUED MY TKOF UNDER THESE CIRCUMSTANCES.
